World Security and the Peaceful Uses of Outer Space

The objective of the United Nations in establishing the Committee on the Peaceful
Uses of Outer Space is to safeguard the right of peoples of all nations to beneficial
results from space exploration. Attainment of this objective requires international
cooperation which can be furthered by UN assistance for research, exchange and
dissemination of information, encouragement of national research programs, and the
study of legal problems arising from space exploration. Solutions proposed for legal
problems can be evaluated in terms of whether or not they are likely to contribute
to the betterment of mankind.
Organization for international scientific space activities exists in certain specialized
agencies of the United Nations and in recognized non-governmental organizations.
Space activities are highly diversified and whether the approach to their develop-
ment is scientific or legal, the main problem is one of coordination of personnel,
resources, facilities, rules, regulations, statutes, treaties, and agreements.
The state of the art of science and technology in space exploration will determine,
in many cases, what controls are feasible and practicable. Scientists and engineers
need to be informed of the impact of national and international laws upon the con-
duct of their projects. Lawyers formulating guidelines for the future need to keep
abreast of fast-developing space sciences. The problem of culling the scientific facts
essential to the solution of legal questions may be met by establishing a close working
relationship between the IAF's International Institute of Space Law and the Inter-
national Academy of Astronautics.
I. International Objective and Role of the United Nations
The Third Colloquium on the Law of Outer Space meets at a time when the
International Institute of Space Law has been organized into working groups for
the study of specific problem areas. The ideas we generate may lead to action for
a system of world security wherein the people of all nations can be assured that
space activities will be conducted for peaceful purposes. The challenge we face now
is to study the legal problems, already so well identified, in conjunction with the
developing facts of science and technology; in awareness of the need of policy-
makers to know the advantages and disadvantages of alternative courses of action;
and in recognition of the objective that space exploration should be undertaken
for the benefit of mankind.
As we expand from general and theoretical studies of space law and plunge into
the detailed research and analysis required for the solution of particular problems,
it is essential to understand the existing international situation as it relates to outer
space. Our present position has been shaped by an international objective, a pattern
of organization and administration which may contribute to the desired result, and
the dynamic force exerted by space science and technology upon international
ideas and relations.
The international objective of space exploration is contained in the United
Nations resolution International Co-operation in the Peaceful Uses of Outer
Space which was adopted unanimously in a plenary session of the General As-
