1      Be it enacted by the Senate and House of Representa-
2 tives of the United States of America in Congress assembled,

4 money in the Treasury not otherwise appropriated, for the
5 Departments of Veterans Affairs and Housing and Urban
6 Development, and for sundry independent agencies,
7 boards, commissions, corporations and offices for the fis-
8 cal year ending September 30, 1999, and for other pur-
9 poses, namely:
