1. Introduction
In the following a short overview on new developments relating to national
space law and space policy in Mexico shall be given. The reader will find in
general terms how Mexican space activities are regulated and the Mexican
Space Agency is organized according to the Mexican Space Agency Decree of
20102 and the General Terms of Mexican Space Policy of 20113.
2. Mexican Space Agency Decree
On July 30', 2010, the Mexican Space Agency was created on the basis of the
Mexican Space Agency Decree which consists of seventeen articles which can
be summed up as follows:
Article 1 establishes the creation of the Mexican Space Agency, which is a
public organization with legal personality of its own and technical autonomy
in order to fulfill the Agency's aims and responsibilities.
The Agency is part of an area coordinated by the Communication and Trans-
portation Ministry. Its legal address will be Mexico City, there might be
offices and addresses in any other part of the country.
In my opinion it is not correct that the Mexican Space Agency is part of an
area coordinated by the Communication and Transportation Ministry because
it might create political and administrative differences between the Agency
and that Ministry, perhaps it is possible that the Agency will not be enough
independent and autonomous about decision-making, as a consequence, I
think it needs complete independence and autonomy in order to have accom-
plishments.
