INTRODUCTION
Recent escalation in human trafficking has occurred in the
context of a large, complex increase in human migration. In the latter
half of the twentieth century, exponential population growth in poorer
countries led to a surplus in those counties' unskilled labor force.1
Globalization led to an increase in demand for cheap labor, while
international trade agreements increased access to foreign labor
markets.2 Technological advances and urbanization in developing
counties drove rural populations to bigger cities in search of work.
As the gap between rich and poor countries continues to widen,
workers from impoverished countries seek work in more stable
economies.4 The International Labor Organization (ILO) estimates
that more than 100 million people migrate across international
borders every year in search of work.5 Emigrant workers who cannot
obtain visas for destination countries often rely on human smugglers
