INTRODUCTION More than a year ago, Janet Reno held a press conference to an- nounce that prosecution of health care fraud cases would be the number one priority of the Department of Justice, after prosecution of violent crimes.' In March of 1997, President Clinton proposed new legislation to strengthen the government's efforts in attacking health care fraud, both criminally and civilly.2 * This is the edited text of a speech presented at the Sixteenth Annual Whittier Health Law Symposium on April 18, 1997. ** Partner at Davis Wright Tremaine, LLP in Los Angeles.
