I. INTRODUCTION
More than a year ago, Janet Reno held a press conference to an-
nounce that prosecution of health care fraud cases would be the number
one priority of the Department of Justice, after prosecution of violent
crimes.' In March of 1997, President Clinton proposed new legislation
to strengthen the government's efforts in attacking health care fraud,
both criminally and civilly.2
