        MORAL PANICS, ZOMBIE DATA, AND THE
                   SEDUCTION OF RESCUE

                          INTRODUCTION
    Trafficking is one of the most pressing and visible human rights
issues of the day. It headlines news stories.' It has led to new laws
and  policies in the United  States and  around  the world.2  It has
inspired new  organizations,3 anointed new  experts, and launched
careers.4   It has  also  generated   a lot of  funding-from         both
government   coffers and private citizens' wallets.5


     * Denise  Brennan is Professor and Chair  of the  Department  of
Anthropology at Georgetown University. She is the author of Life Interrupted:
Trafficking into Forced Labor in the United States and What's Love Got to Do
with It? Transnational Desires and Sex Tourism in the Dominican Republic-a
book that explores how Dominican women strategically use the sex sector to
meet European tourists, feign love, and legally migrate off the island through
marriage.  Professor Brennan founded the Trafficking Survivor Leadership
Training Fund, to which all royalties from Life Interrupted are donated.
