Section of the American Public Health Association and Director of the Atlantic Emerging Technologies
& Industrial Hygiene Training Center funded by the National Institute ofEnvironmental Health
Sciences (NIEHS) Superfund Hazardous Substances Basic Research and Training Program, and the
author of seventeen books on environmental law and policy. Nichole LeClair is a Research Fellow with
the Atlantic Emerging Technologies & Industrial Hygiene Training Center and an MPH graduate of the
CUNY  School of Public Health.
This study was supported by the Temple University Center for Health Law, Policy & Practice and the
Robert Wood Johnson Foundation Policy Surveillance Program. Preliminary results of this paper were
presented as a poster at the 2016 American Public Health Annual Meeting and as a poster at the 2017
CUNY  School of Public Health Research Day; the authors thank conference participants for comments
