M S. KRUEGER: I come before you as one woman among hundreds of
.    thousands across this nation who has been stalked. I feel absolutely
confident looking out on this audience this morning that there are probably many
of you who have had a similar expenence or at the very least know someone who
has.
I'm convinced that stalking is the most under-reported and fastest growing
crime in America today The Oxford English Dictionary defines stalking as going
stealthfully toward an animal for the purpose of killing or capturing it.' The
1967 edition gathering dust on my shelf would have to be revised today to
include humans.
We all read almost daily, certainly weekly, of well-known Hollywood stars
whose lives have been threatened by obsessive fans. The shooting death of the
young actress Rebecca Shaffer a few years ago epitomizes the often tragic end-
result of stalking. The killer shot her dead in cold blood on her front doorstep
after having been given her address by a private detective whom he had hired.
The murder followed months of his sending her letters and flowers, and appearing
regularly on the Hollywood set of My Sister Sam where she worked. After her
death, California did pass the first anti-stalking legislation in the country in 1990
partly due to the high profile case, but perhaps more significantly due to the
deaths of five Orange County women who, in the same year, were killed by five
separate stalkers.
Each of those five women had a restraining order against the man who was
stalking her. Restraining orders were all the law would allow at that time. But
restraining orders are just pieces of paper and usually do no good, as I can attest
by personal experience.
I consider myself one of the lucky ones. For, while we have suffered
psychological torture, we have not suffered death or physical injury. My family
and I were stalked for nine years by a man named Thomas Michael Humphrey.
It began during my husband's 1984 campaign for the U.S. Senate in Texas.
Our campaign manager hired Tom Humphrey to pilot the single-engine plane that
we needed to make appearances around our very large state.
The eight months or so that he worked on the campaign staff were
unremarkable in every way We treated him with professional courtesy. He was
very content with his job and was a reliable employee.
After we narrowly lost that election in May of 1984, my husband Bob and I
began to go on with our lives. The twenty-five or so members of our campaign
staff did as well, that is, except for Tom Humphrey It became increasingly
obvious that he was unable to.
Following the election, Tom had moved into a house directly across the street
from us. He would come over to our house daily at about supper time in
