MESSAGES OF GREETING
TO THE
U.C.L.A. LAW   REVIEW
It was with great pleasure that I learned of the imminence of
the U.C.L.A. LAW REVIEW.
The American law review properly has been called the most
remarkable institution of the law school world. To a lawyer, its arti-
cles and comments may be indispensable professional tools. To a
judge, whose decisions provide grist for the law review mill, the
review may be both a severe critic and a helpful guide. But perhaps
most important, the review affords invaluable training to the students
who participate in its writing and editing. The U.C.L.A. School of
Law is to be congratulated on this most recent of its achievements.
Please accept my best wishes for the success of your new ven-
ture.

The Law Review is an instrument which can serve our profes-
sion in many practical ways and can aid in the development of funda-
mental theories and principles. It is a medium through which local
statutes and decisions, the raw materials of law, may be scrutinized
in the light of historical and present conditions and then analyzed
in the perspective of national and comparative law. The product, thus
refined, is not only used in the work of lawyers and judges but often
serves as the basis for needed reforms.
