Ek voer aan dat daar wel in sekere situasies 'n noodsituasie ontstaan, asook dat dit juridiese ondersteuning is vir die gebruik van 'n kumulatiewe assesseringsmetode in stede van die tradisionele bilaterale metode om gewapende geweld-gebonde komplekse burgeroorloe te assesseer.
