Ernest C. Baynard III Will Be 1988-89 Section Chair
Chair-Elect To Be Andrea Bear Field


1. Ernest C. Baynard III
was recently appointed
Assistant Secretary of
Environment, Safety and
Health, U.S. Department of
Energy in Washington, D.C.
Prior to joining Newman &
Holtzinger as Counsel in
September 1986, he was
Deputy General Counsel
for the Federal Energy
Regulatory Commission for
2'/2 years. Before FERC, he
was Associate Solicitor for
Surface Mining at the U.S.
Department of the Interior.
Before going to the U.S. Department of the Interior, he
was in private practice for 11 years in Washington, D.C.,
and from 1980 to 1983 he was a partner with Connole &
O'Connor.
  He served as Chair-Elect and Vice-Chair of the Section,
past Editor of both Natural Resources Law Newsletter, and
Natural Resources & Environment. Mr. Baynard also wrote a
published treatise, Public Land Law and Procedures,
cited by the U.S. Supreme Court in Utah Division of State
Lands v. United States, 107 S. Ct. 2318 (1987).
  Mr. Baynard received his J.D. from Georgetown
University Law School, where he was aticles editor for the
journal. Prior to attending law school, he served as a naval
officer in Vietnam.


Nominee for Chair-Elect
2. Andrea Bear Field is a partner in the Washington, D.C.
office of Hunton & Williams, where she has an extensive
environmental and administrative law practice. She has
been associated with the firm since 1974.
  Ms. Field has been an active member of the Natural
Resources Law Section for the last decade. This past year
she served as Vice-Chair. Between 1984 and 1987, she
was a member of the Section's Council and during that
time, she organized the Section's first two national
teleconferences on hazardous waste issues. She also served
as Air Quality Committee Vice-Chair and then Chair.
Since 1982, she has overseen production of the Section's
audio-cassettes, which cover current significant
developments in environmental law.
  Ms. Field is a member of the ABA Sections of Litigation,
and Business Law. In the Business Law Section, she is the
Subcommittee on Environmental Legislation Co-Chair.















Nominee for Vice-Chair
3. Richard G. Stoll is a member of Freedman, Levy, Kroll
& Simonds in Washington, D.C. specializing in a practice
with primary emphasis on hazardous waste matters.
  He is active in the Section serving as: Council
Member-1985-88, Annual Meeting Program Chair-
1987-88, Solid and Hazardous Waste Committee Chair-
1983-85, Water Quality Committee Chair-1980-82,
