As I look back I am aware of recurring themes and trends in my previous reviews. Over the years I have emphasized a number of issues, ranging from the need to allocate re- sources rationally in the face of fiscal austerity and rising caseloads, to ob- servations on the delicate relation- ship among the dispersed powers of the Constitution that in the words of Justice Robert Jackson fosters sepa- rateness but interdependence.
