I.   INTRODUCTION
Baseball has always held a special place in American life. Whether
it is the avid fan rattling off stories of on-field feats of the past or the
family bonding over a hot dog beyond the outfield fence, baseball
touches nearly every American's life at some point in time. But this
special place for baseball does not exist only in the eyes of the individual
citizen. Congress and the courts have recognized the great American
pastime's role in American culture as well, sometimes going so far as to
take governmental action to protect the game.' Congress has granted
