INTRODUCTION
Since independence in 1965, Singaporeans have voted in 7 general
elections, and each time, the ruling People's Action Party (PAP) has
been returned to power. The dominance of the PAP and its methods of
governance have been the focus of numerous fascinating studies.
However, the process of how Singaporeans elect their representatives
into Parliament has drawn far less attention from academics and
commentators.
Of the 7 general elections held since independence, the 1991
General Elections makes the most fascinating study for two reasons.
First, unlike previous elections, the 1991 elections were called prema-
turely - almost 2 years before the end of Parliament's term. Secondly,
it drew into sharp relief some rather controversial constitutional issues,
especially those related to the Group Representation Constituency
(GRC) scheme.
This article documents the events leading the calling of the 1991
General Elections, and examines these controversial issues. While I will
necessary touch on some political aspects of the Elections, I do not
intend to provide an in-depth political commentary.1 I will begin by
describing the events leading up to the General Elections, the tactics
used by the various political parties, and the changes to constitutional
and electioneering rules made during this period. I will then comment
on the issues raised, and conclude with some views on how the 1991
