Abstract:
       This paper focuses on some of the peculiarities that characterized the last 30 years in the
       development of Hungarian public administration (and in particular, its territorial/deconcentrated
       state administration system). The importance of the topic stems from the fact that the Democratic
       Transition (and by extension, the changing role of the Hungarian state) not only renewed the
       Hungarian public administration system, but also fragmented it to a certain extent. One of the most
       peculiar examples of this phenomenon was the post-Transition ,messy system of deconcentrated
       state administration bodies.
       Albeit every government elected in the first two decades after the Transition was determined to
       rationalize the conglomerate of said administrative bodies, none of them managed to follow through
       with a long-lasting solution.
       However, in 2010, a new era of state (and public administration) development started in Hungary,
       primarily aimed on strengthening the role of the Hungarian state, increasing the intensity of
       centralisation and the widespread usage of organisational integration in public administration. These
       efforts, in essence, were driven by the Neo-Weberian approach, focusing on the rediscovery of the
       classic Weberian values while also fusing it with some of the proven solutions of New Public
       Management to meet today's administrative expectations.

       I. Introduction
       The major  international challenges of the past decades  (such as the Financial Crisis
of 2007-2008,   the COVID-19 pandemic, or the various environmental disasters) proved
that such megacrises  can only  be tackled effectively if the national governments  and  their
public  institutions are inevitably  reinforced3. These   aspirations resulted  in two  main
administrative  trends: rethinking the role of the state and its executive branch in tackling
such   crises, and   consequently,   a  major   correction  effort  in  the  various   public
administration  institutions and their operation.  Although   national public  administration
systems  are generally unique, they share one particular characteristic: all of them have been
(and will be) in search for administrative solutions that can help them  continue effectively
