ABSTRACT

      In this internet era PNDs and navigations devices have changed
      the way we navigate. But has our mapping regulations kept up to
      speed with the changes in technology? In this article, the author
      examines the relevance of archaic laws governing mapping in
      India and analyses the current practices in the industry. This
      article also examines a need for policy change in the current
      mapping regulations to address the advances in information
      dissemination.


I.      INTRODUCTION
        Personal navigation devices (PNDs) and mobile phones have
changed the way we travel. Using the Global Positioning System (GPS)
technology, it is now possible to locate the exact location of a person
even when he is in transit. The PNDs enable travellers to find out their
exact location within a pre-loaded map by communicating with a GPS
satellite.
        GPS    satellites continually emit messages  which   contain
information such as the time when the message was transmitted, precise
orbital information and information on the general system health and
rough orbits. The GPS receiver placed in the PND gathers this
information, from at least three or more GPS satellites in the range and
calculates the exact position of the receiver. This position is then
correlated with a pre-loaded map in the device to communicate the exact
position to the user. Similar technology is also used in smart phones.
Most smart phones these days allow the users to navigate using free maps
available online- for example- the Google Maps. While some smart
