I.  Introduction
    The  International Criminal Court (ICC  or Court)  was
established in July 1998 as the first permanent criminal tribunal
with worldwide jurisdiction over genocide, war crimes, and crimes
against humanity!   In practice, however, the ICC has become a
European  court that prosecutes Africans:2 every inductee so far
