This special issue of the International Journal of Marine and Coastal Law is
dedicated to the emerging concept of Particularly Sensitive Sea Areas (PSSA): its
relevance, history and international legal implications. A PSSA, as defined by the
International Maritime Organisation (IMO) in 1991, is
an area that needs special protection through action by IMO because of its
significance for recognised ecological or socio-economic or scientific
reasons and which may be vulnerable to environmental damage by
maritime traffic.'
The papers presented here are a product of a series of three meetings of
international legal experts organised by the University of Hull Law School with
the co-sponsorship of the IMO to analyse and discuss the PSSA concept,
particularly its significance and implications under international law.
In 1991, the IMO adopted Guidelines for the Designation of Special Areas and
the Identification of Particularly Sensitive Sea Areas (the Guidelines). As their
primary function was to encourage better use of existing measures, the
Guidelines reviewed routeing, discharge and other measures available through
existing IMO treaty and non-treaty instruments such as MARPOL, SOLAS and
Guidelines for the Designation of Special Areas and the Identification of Particularly Sensitive
Sea Areas, IMO Assembly Resolution A.720(17) 6 November 1991, para. 3.1.2.
