   Experience is on John Bove's side.
   Penn State University's long-time
NCAA  compliance director has been
around long enough to witness the
various ways that unscrupulous
agents can ruin the eligibility of
student-athletes as well as establish
strong personal relationships within
the professional sports industry.


   A long-time women's basketball
coach at the University of South
Florida has been suspended after an
internal investigation concluded that
she dismissed a player, Dione Smith,
for filing a racial discrimination claim
against her.
   Jerry Ann Winters, 52, issued a
statement through her Tampa attorney
promising to appeal the Oct. 25
ruling. USF vice president Laurey
Stryker will consider the appeal and
have 20 business days to render a
decision. Athletic Director Paul
Griffin said the university would use
that time to determine what further
disciplinary action, if any, is warranted
against Winters.
   The friction on the basketball
team began building when Winters,
who has struggled at USF with a

and other black athletes differently
than the white players. For example,
one player testified that Winters
ordered Smith to run laps after
kicking a basketball, while ordering
no punishment for a white player.
   That alleged bias led Smith and
several teammates to level a discrimi-
nation complaint with then-Assistant
Athletic Director Hiram Green.
Green's investigation turned up a
recurring theme of racism.
   The groundwork for Winters'
suspension was laid when Smith,
who was riding on a bus with the
coach and her teammates, sang a
verse from a song that questioned
Winters' job security. Smith, a three-
year starter, was dismissed from the
