The LBJ Journal of Public Affairs
(ISSN 1087-268X) is produced by
students of the LBJ School of Pub-
lic Affairs at The University of
Texas at Austin. Founded in 1989,
it is the nation's oldest student-
run journal of public affairs. The
LBJ Journal is dedicated to pub-
lishing professional quality work
by the extended LBJ School com-
munity, promoting discourse on
contemporary policy issues, and
enhancing the reputation of the
LBJ School of Public Affairs. Presi-
dent Lyndon B. Johnson believed
that through collective discussion
and action the needs of people
could be met; likewise, the LBJ
Journal believes that as a result of
diverse and vigorous discourse
about public affairs, policies are
created and initiatives are taken
that best serve the interest of citi-
zens everywhere.
