If you grew up in the 1970s or the 1980s you probably
remember the School House Rock song I'm Just a Bill, which, each
Saturday morning, explained, at breakneck tempo, the legislative
process:
I'm just a bill.
Yes, I'm only a bill.
And I'm sitting here on Capitol Hill.
Well, it's a long, long journey
To the capital city.
It's a long, long wait
While I'm sitting in committee,
But I know I'll be a law someday
At least I hope and pray that I will,
But today I am still just a bill.
In practice, the normal legislative process the song described-draft
legislation, committee discussions, sub-committee reports, hearings,
conferences, and the same process repeated in the companion
legislative branch-sometimes does not happen. Indeed, in the world
of data privacy, normal is often the exception not the rule.
The data privacy world has seen two landmark changes in the
past decade - the European General Data Protection Regulation
