                   AND ITS IMPLICATIONS

ABSTRACT
Narcoterrorism arose as a powerful weapon in the propaganda war led by the
government against terrorists, insurgents, organized crime, drug traffickers, and even
against sovereign states.
Drugs, rod of the twentieth century, with deep roots in the earliest days of history,
continue to be impressive, by the magnitude of trafficking and consumption levels, and
at the beginning of the third millennium of the Christian era.
In any analysis we are trying to do on terrorism, it is necessary to see it in terms offour
defining features: terrorism is violent, criminal and clandestine and staged by
noncombatants.

   Introduction

   What  is narcoterrorism?

   Narcoterrorism   is defined as being: the use of drug trafficking to
propagate  the  objectives of  certain governments   and  terrorist orga-
nizations.
   Considering the new  events, some analysts of 90's associated terrorism
with  the  so-called gray  zone  phenomenon expression designating
threats against member  nations of  some  non-state as well as of some
non-governmental  organizations.
   Moreover,  narcoterrorism is a term that creates debates among experts
ever since it was first used in 1983 by the Peruvian President, Fernando
Belainde   Terry, to describe  attacks made  against anti-drug Peruvian
police by  Marxist  Sendero   Luminoso   guerrillas. The term  was  later
adopted  by the former  US  President Ronald  Reagan  in 1986. In reality
the term can be found  long before in the literature of 1950s, referring to
China's influence on drug trafficking.
