I. Introduction
The fundamental question as to whether foreign capital could be a
panacea for a rapid economic growth in the underdeveloped regions of the
world or a mere tool for another form of colonialism of the developed
countries was often debated during a period right after the World War II.
The Marshall Plan of the U.S. government was conceived of as a means of
keeping the Western   part of Europe from    falling  into the hands of
Communism. Overseas investment was highly encouraged by the U.S. policy
on two grounds: Overseas investment could supply capital to those needed
countries in lieu of limited U.S. public resources and the inevitable transfer
