Iowa Republican Senator Chuck Grassley finished his second term as
Chair of the Senate Judiciary Committee with the early January 2o1g
adjournment of the 115th Congress. He was the first nonlawyer to lead the
* Williams Chair in Law, University of Richmond School of Law. I wish to thank Margaret
Sanner for her valuable suggestions, Jamie Wood, Emily Benedict and Jane Baber for their
valuable research and editing, the University of Richmond Law Library staff for their valuable
research, the Iowa Law Review Online editors, Joseph Steigmeyer and Kelsey Ridenhour, for their
valuable research, advice, patience and editing, Leslee Stone for her exceptional processing as
well as Russell Williams and the Hunton Andrews Kurth Summer Endowment Research Fund for
their generous, continuing support. Remaining errors are mine alone.
