      Prekiminary study of juvenile deliquency

                        in   western Nigeria

     ;I have made  the title of this lecture, Preliminary Study of Junevile iDelin-
quency  in Western  Nigeria since my  study has  been limited to a small town
in Western  Nigeria about  which  I shall be taling later; and  also if J have
time to talk about it, I have made a comparative study of the pattern of Juve-
nile Delinquency in two contrasting towns-contrasting  from  the :point of view
of  development,  cosmopolitan  nature of the  places, imdustrialization, etc. I
will try not to belabour you with too many  figures, but I hope 1 will be able
to get across the substance of my  findings.

     There is no doubt that the intricate causes of juvenile delinquency in Wes-
tern Nigeria are not different from other countries, but while those that apply
to other countries are also  operating here, there are  others added  to them
by  reason of  the rapid changes  going  on in this fastly developing country.
This is not to ignore the resilience and adaptability of human beings, especially
children. There are varying qualities of and limit to each individual's resilience
and  adaptability, and it is this variation that contributes to some children brea-
king  down,  while others do  not  succumb. There  are  many  interwoven  and
interelated systems that have helped to buffer or stem the growth  of Junevile
Delinquency  and it is a breakdown  of  these systems with no immediate  satis-
factory substitute that will in the main account for  the increase in Juvenile
Delinquency.

     Even  with the old systems there are children with deviant behaviour, but
some  of these pattern of behaviour could  be tolerated within the system and
it is only gross deviation that stands out. With the breakdown of these supporting
systems, those deviants who  in the past have  not attracted attention become
a problem. These  are reasonable speculations, but the time is fast approaching,
when  it will not be possible to test the speculations. This is one reason why it
is necessary to carry out a detailed study of the subject.

     In  approaching  this particular study  it was  considered  necessary  to
compare  certain relevant factors in the background of children, who have been
before  the juvenile court for active delinquent behaviour  (active delinquent
behaviour  here excludes wandering  and being  in need of care and  protection)
