What provisions would I have added if I had been a part of the
first Constitutional Convention? Consideration of that question must
give pause to the serious citizen, for our experience leads us to under-
stand that the question is not a simple one to answer.
The 200th Anniversary of the Constitution is a milestone which
Black Americans can appreciate with a special awareness of the
strength and value of the document. Black Americans should join in
the anniversary of the Constitution of the United States of America
and remind everyone that it was not the document itself that made our
lot so hard; it was the limited vision of the application of the Constitu-
tion to certain of our country's citizens which we regret and deplore.
The failure of vision, the wrongs of exclusion, created a burden and
baggage which we still carry today, Blacks and whites, men and
women.
It is fairly easy for an educator with nearly two-hundred years of
hindsight to comment on the Constitutional Convention of 1787, in
Philadelphia. I see on an almost daily basis, the effects of our having
been excluded from enjoying the benefits of the Constitution for many
years. Some of the effects that I see are blatant; while other effects are
subtle and must really be studied to see the relationship. As a junior
high school teacher in Philadelphia, a college professor in North Caro-
lina and now as a college president, I see that the under-prepared mi-
nority student is still carrying the burden of laws which prevented his
parents and grandparents from equal participation in the economic,
social, cultural, and most importantly, educational opportunities avail-
able in these United States.
I know there are some who will argue that there can be no con-
