                                ABSTRACT

  In the modern 21' century, the United States imprisons more people per cap-
ita than any other country in the world. This mass incarceration epidemic,
deeply rooted in a history of oppression and racism, is primarily discussed in
the context of its effects on black men. Black women, on the other hand, are of-
ten forgotten in the discussion despite being similarly or even more significantly
impacted. In fact, the black woman's incarceration has unique consequences
for the black community and the black family due to her significant role as a
mother. To mitigate the criminal justice system's disparate racial and gender-
based impact, remedial measures should be initiated at both the state and fed-
eral level to address challenges common to all ex-felons but particularly diffi-
cult for female ex-felons, such as entry to meaningful employment, access to
social services, and the ability to maintain child custody.
