   Why don't people utilize research? There are many why-nots-
psychologically, behaviorally, organizationally-that keep people from
utilizing meaningful research. Some people simply hear no one or
nothing; very little outside information makes a difference in their lives
and work. Some view research as irrelevant, intrusive, abstract non-
sense. And others are so restricted by agency bonds and binds that they
have little freedom to implement their own pet ideas, nevermind the
ideas that arise from research results.
   Yet there are individuals and organizations that utilize research
findings with great ingenuity and receptivity. What are the character-
