THE CHALLENGE TO CRIMINAL JUSTICE
In the weeks following the assassination of Rwandan President Juvdnal
Habyarimana, somewhere between 500,000 and 1 million people were
massacred in a genocide directed against the country's Tutsi ethnic
minority as well as moderate Hutus.' Violence aimed at the Tutsis, who
are said to represent approximately 15 percent of Rwanda's population,
has been a recurring theme since decolonization, at the close of the
1950s. In the 1960s and early 1970s ethnic violence provoked the
departure of waves of Tutsis, many of whom established themselves in
Ugandan camps, while others emigrated to countries in Europe, North
