THE UNITED NATIONS MODEL TREATY
ON CRIMES AGAINST CULTURAL PROPERTY

The Model Treaty for the Prevention of Crimes That Infringe on the
Cultural Heritage of Peoples in the Form of Movable Property (UN
Model Treaty) was one of several model treaties concerning international
cooperation in criminal matters approved at the Seventh and Eighth
United Nations Congresses on the Prevention of Crime and the
Treatment of Offenders, in 1985 and 1990, respectively.' The preamble
to the UN Model Treaty recommends that it form the framework for
the negotiation of bilateral agreements between states.' This note briefly
examines the likely effectiveness of the UN Model Treaty as a basis for
such bilateral cooperation in matters related to cultural property and, in
