    The following remarks were given at the 20th Gallivan Conference on
Real Property Law. The conference brought together scholars and
practitioners in law, planning, economics, and sociology to discuss both
the backstory and aftermath of Kelo v. New London, as well as the role of
eminent domain in government action generally. Recordings of the full
