                          ABSTRACT

    Clouds are precious in water-scarce regions. Lurking at the heart of
the struggle over our clouds' future is a clash between two contradicting
visions. On the one hand there are those who believe that water in clouds
is something to be made equally available to all countries. On the other
hand, there are those who believe that water in clouds is simply a
commodity to be bought and sold in the marketplace according to the
ability or willingness to pay.
    This Article sounds legal alarm bells about cloud moisture. It maps
the legal contours of cloud busting, including the realities of this
practice, the threats it presents to arid regions, and attempts by
authorities to propose guidelines for cloud busting. It provides a
reference point for reflection on how we can strengthen our efforts to
monitor cloud activity in all its forms and manifestations. The right to
water in clouds will be the focus of those seeking to restrict some users
on the grounds that they use too much rainwater to the detriment of
