In 1968 the Justice Department issued merger guidelines (Guidelines)'
to acquaint the business community, the legal profession, and other inter-
ested groups and individuals with the standards currently being applied by the
Department of Justice in determining whether to challenge corporate acquisi-
tions and mergers under Section 7 of the Clayton Act. 2 In conjunction with

the Justice Department's Antitrust Division, who has announced his intention to revise the
