  Exploring the Boundaries of China-US

  Strategic Competition

                                                             Wu Xinbo

hina-US relations deteriorated sharply in 2022, with a serious
crisis erupting over the sensitive Taiwan question. Compared
to the policy in his first year in office, US President Joe Biden's
China policy in his second year is marked by more focused objectives
and concrete, ruthless actions. China has responded firmly to America's
containment attempt and fought back against US provocations. The
Chinese responses are designed to guide and shape the US policy toward
China. At the moment, the bilateral relationship can be characterized as
negative and is getting more confrontational and uncertain, while the
boundaries of strategic rivalry between the two sides are still unclear. Given
that there are no signs that either country's strategic positions or the basic
patterns of bilateral relations will change significantly in the immediate
future, both countries are willing to strengthen management of their
relationship, increase contacts and dialogue, enhance the predictability of
bilateral relations, and avoid serious unintended conflicts. Furthermore,
both sides want to engage in practical cooperation in areas of common
interests. The first in-person meeting between Chinese President Xi Jinping
and US President Joe Biden in November 2022 achieved tangible results.
Implementing the consensus reached by the two leaders has become the
core issue of bilateral interactions in 2023. In particular, exploring the
boundaries of China-US strategic rivalry will be an important common
task for both sides.
