T  he  Arctic' issue continues  to heat  up over  the past years, causing
more  attention  from  Arctic countries  and  concerns  from  non-Arctic
countries.  This  paper  intends  to provide  some   perspectives  on the
value of the Arctic region,  related international laws and  cooperation
mechanisms, Arctic countries' polar strategy and China's stance on
the Arctic.

The  Arctic has abundant resources and important values in scientific
research,  transportation  and   military affairs. The  Arctic  countries
attach increasing  importance   to the Arctic development.




Tang Guoqiang is Chairman of China National Committee for Pacific Economic Cooperation,
former Ambassador of China to the Czech Republic, to the United Nation's Office in Vienna and to
the Kingdom of Norway successively.

1  The Arctic means the area north of the Arctic Circle. It includes the waters of the Arctic Ocean,
the Islands and Northern continents of Europe, Asia and North America. It covers an area of 21
million square kilometers, of which, the land and islands cover an area of 8 million square kilometers,
belonging respectively to the United States, Canada, Russia, Denmark, Iceland, Norway, Finland
and Sweden. The Arctic Ocean covers an area of 13 million square kilometers, composing waters
under the jurisdiction of coastal states, the high seas and international seabed area as the common
heritage of mankind.
