by
David L. Perrott,
LL.B. (Exon), BoCoLo (Oxon)
Lecturer in Law in the University of Exeter
In the aptumn.of 1967 the College of Law of the University of Illinois
unexpectedly found that its staff would be a man'short for the Spring semester
of 1968. For various domestic reasons it is difficult to recruit even a temporary
American at that time of year for the following January, and so they decided
to try to obtain an English law teacher on leave. As I had certain contacts
with Illinois Law School dating from my Sudan days I was, eventually, the
one invited to go. Fortunately Exeter was prepared to grant me leave of
absence at short notice, and my Faculty colleagues magnanimbusly agreed
to share out my teaching here among themselves, so I was able to accept.
Moreover the generous terms of Illinois' offer made it possible for Gerda and
the children to accompany ine.
The University of Illinois is the major state-supported university in Illinois
(there are also minor regional state universities) and is developing on what is
now the familiar pattern for such institutions in the -more populous states,
i.e. it is gigantic. Its main campus is at Champaing-Urbano in midstate
Illinois, about 120 miles south of Chicago; here there are c.35,000 students
and c.4000 staff in a town of c.100,000 altogether. Imagine London Urniversity
dropped into the middle 'of Exeter and one will have some idea of the concentration
involved. There are another 12,000 students on p separate campus in Chicago
itself. The facilities that can be made available to staff and students when
concentrations of this size are reached in a relatively wealthy state are
staggering. For example: the mcdin university library at Champaign-Urbana
is the fourth largest in the U.S.A. (including the library of Congress); it
has around four million volumes, with space for a further two-million; golf
*and flying are popular pastimes, so the Champaign campus owns two golf-
courses and two national-standards-equipped airports.
