As Director of the Bureau of Textiles and Furs at the
Federal Trade Commission, I regard my appearance here as
a most important part of my duties. If we are to be effective
in our work of administering and enforcing the Federal tex-
tile labeling laws which have been entrusted to the Commis-
sion by Congress, we must have the support, understanding,
and respect of those with whom we are working.
We are most anxious to offer to you scientific and techni-
cal staff members every means of assistance in order that
those concerns amenable to the requirements of the law
thoroughly understand and keep up with their responsibilities
under its terms.
My subject is the statutes affecting the textile industry,
particularly, the Textile Fiber Products Identification Act and
its regulations as the law relates to fabric manufacturers and
cutters.
I. STATuTEs APFECTInTG THE TBxTHE INDusTRY
The special Federal statutes administered by the Federal
Trade Commission which affect the textile industry, together
with some of the procedures involved in their administration,
are: the Wool Products Labeling Act of 1939,1 the Fur Prod-
ucts Labeling Act of 1952,2 the Flammable Fabrics Act of
