A communication from the Secretary of State in relation to the Congo
Conference.
FEBRUARY 19,1885.-Referred to the Committee on Foreign Affairs and ordered to be
printed.
To the House of Representatires:
I transmit herewith, in response to a resolution of the House of Rep-
resentatives of the 5th instant, requesting copies of all communications
which have been received respecting the Congo Conference. and espe-
cially copies of the text of the commissions or powers sent by this Gov-
erni nt to each of the three American plenipotentiaries or agents, a
report of the Secretary of State.

Tie Secretary of State, to whom was referred a resolution of the
House of Representatives of the 5th instant, as follows-
IRes,,Ired, That. the President be requested, if not incompatible with the public in-
terest, to cause the copies of all commnnications which have been received respecting
the Congo Conference and especially copies of the text of the commissions or powers
sent by this Government to each of the three American plenipotentiaries or agents to
be immediately transmitted to the House-
has the honor to submit to the President the following report for trans-
mission to the House of Ret)rcsentati.ves in answer to tWe foregoing res.
olutio, if the President shall deem it compatible with the public inter-
ests so to do.
The present resolution appears to be supplementary to the resolution
previously adopted by the House of Representatives on the 5th of Jan-
uary, to which the President replied January 29, ultimo, communicating
a report of the Secretary of State giving information in respect to all
the negotiations or arrangements *  *  *  between this Government
