                      The  Committee   on the Judiciary, to whom  was  referred the bill
                    (H.R. 759) to enhance  public safety by improving  the effectiveness
                    and  efficiency of the Federal prison system with offender risk and
                    needs  assessment,  individual  risk reduction  incentives and  re-
                    wards,  and  risk       and recidivism       reduction, having considered the
                    same,   reports  favorably  thereon  with  amendments     and   rec-
                    ommends   that the bill as amended do pass.
