                      H.R.  4002,  the  Criminal  Code  Improvement Act of 2015,
                    amends   chapter 1  of title 18, U.S. Code  (the Federal Criminal
                    Code), in three significant ways. First, it reorganizes the general
                    provisions that appear at the beginning  of chapter 1, leaving the
