                      The  Committee   on Energy  and Commerce,   to whom   was referred
                    the bill (H.R. 670) to amend  title XIX of the Social Security Act to
                    extend  the Medicaid  rules regarding supplemental  needs  trusts for
                    Medicaid  beneficiaries to trusts established by those beneficiaries,
                    and  for other purposes, having  considered  the same, report  favor-
                    ably thereon  with an  amendment and recommend that the bill as
                    amended   do pass.
