                      The  Committee  on Ways   and Means,  to whom   was referred the
                    bill (H.R. 5452) to amend  the Internal Revenue   Code  of 1986 to
                    permit individuals eligible for Indian Health Service assistance to
                    qualify for health savings accounts, having considered the same, re-
                    port favorably thereon  with an  amendment   and  recommend   that
                    the bill as amended do pass.
