                   PROVIDING FOR FURTHER  CONSIDERATION  OF THE BILL (H.R. 5293) MAK-
                   ING   APPROPRIATIONS FOR  THE DEPARTMENT   OF DEFENSE  FOR THE
                   FISCAL  YEAR ENDING  SEPTEMBER  30, 2017, AND FOR OTHER PURPOSES

                                       submitted the following


                                          REPORT

                                        [To accompany H. Res. 783]
                     The Committee  on Rules, having had under consideration House
                   Resolution 783, by a record vote of 9 to 3, report the same to the
                   House with the recommendation  that the resolution be adopted.
                              SUMMARY  OF PROVISIONS OF THE RESOLUTION
                     The resolution provides for further consideration of H.R. 5293,
                   the Department   of Defense Appropriations  Act, 2017, under  a
                   structured rule. The resolution provides that no further general de-
                   bate shall be in order.
                     The resolution provides that the bill shall be considered as read
                   through page 170, line 7. The resolution waives all points of order
                   against provisions in the bill for failure to comply with clause 2 of
                   rule XXI. The resolution makes  in order only those amendments
                   printed in this report, amendments en bloc described in section 3
                   of the resolution, and pro forma amendments described in section
                   4 of the resolution.
                     Each  amendment  printed in this report may be offered only in
                   the order printed in this report, may be offered only by a Member
                   designated in this report, shall be considered as read, shall be de-
                   batable for the time specified in this report equally divided and
                   controlled by the proponent and an opponent, shall not be subject
                   to amendment,  and shall not be subject to a demand for division
                   of the question in the House or in the Committee of the Whole. The
                   resolution waives all points of order against the amendments print-
                   ed in this report or against amendments en bloc described in sec-
                   tion 3 of the resolution. The resolution provides that it shall be in
                   order at any time for the chair of the Committee on Appropriations
                   or his designee to offer amendments en bloc consisting of amend-
                   ments printed in this report not earlier disposed of. Amendments
                   en bloc shall be considered as read, shall be debatable for 20 min-
