                      The  Committee  on Ways   and Means,  to whom   was referred the
                    bill (H.R. 3724) to amend  the Internal Revenue   Code  of 1986 to
                    prohibit the Commissioner  of the Internal Revenue Service from re-
                    hiring any employee  of the Internal Revenue  Service who  was in-
                    voluntarily separated from  service for misconduct, having consid-
                    ered the same,  report favorably thereon with  an amendment and
                    recommend   that the bill as amended do pass.
