                      The  Committee  on  Oversight and  Government   Reform,  to whom
                    was  referred the bill (H.R. 3116) to extend by 15 years the author-
                    ity of the Secretary of Commerce  to conduct the quarterly financial
                    report  program,  having  considered  the  same,  report  favorably
                    thereon without  amendment   and  recommend   that the bill do pass.
