                    ment size standard requirements for determining whether a manu-

                    poses, having considered the same, report favorably thereon with-
                    out amendment and recommend that the bill do pass.

                                      I. PURPOSE AND BILL SUMMARY
                      The purpose of H.R. 5130, the Capturing All Small Businesses
                    Act of 2019, is to modify the calculation period for the employee-
                    based size standard from the 12 months to 24 months.
