                    (H.R. 35) to amend section 249 of title 18, United States Code, to
                    specify lynching as a hate crime act, having considered the same,
                    report favorably thereon without amendment and recommend that
                    the bill do pass.

                                         Purpose and Summary

                      H.R. 35, the Emmett Till Antilynching Act, would amend sec-
                    tion 249 of title 18, United States Code, to specify lynching as a
                    hate crime under federal law. The bill corrects a longstanding
                    omission from Federal civil rights law.
