                    bill (H.R. 4627) to amend the Homeland   Security Act of 2002 to au-
                    thorize expenditures  to combat  emerging  terrorist threats, includ-
                    ing  vehicular attacks, and  for other purposes,  having  considered
                    the  same, report  favorably thereon  with an  amendment and rec-
                    ommend   that the bill as amended  do pass.
