                   PROVIDING FOR FURTHER CONSIDERATION OF THE BILL (H.R. 3354) MAK-
                   ING APPROPRIATIONS FOR THE DEPARTMENT OF THE INTERIOR, ENVI-
                   RONMENT, AND RELATED AGENCIES FOR THE FISCAL YEAR ENDING
                   SEPTEMBER 30, 2018, AND FOR OTHER PURPOSES

                                       submitted the following


                                          REPORT

                                        [To accompany H. Res. 504]
                     The Committee on Rules, having had under consideration House
                   Resolution 504, by a record vote of 9 to 4, report the same to the
                   House with the recommendation that the resolution be adopted.
                             SUMMARY OF PROVISIONS OF THE RESOLUTION
                     The resolution provides for further consideration of H.R. 3354,
                   the Department of the Interior, Environment, and Related Agencies
                   Appropriations Act, 2018, under a structured rule. The resolution
                   provides that no further general debate shall be in order. The reso-
                   lution makes in order only those further amendments printed in
                   this report, amendments en bloc described in section 3 of the reso-
                   lution, and available pro forma amendments described in section 4
                   of House Resolution 500. Each further amendment printed in this
                   report may be offered only in the order printed in this report, may
                   be offered only by a Member designated in this report, shall be con-
                   sidered as read, shall be debatable for the time specified in this re-
                   port equally divided and controlled by the proponent and an oppo-
                   nent, may be withdrawn by the proponent at any time before action
                   thereon, shall not be subject to amendment except amendments de-
                   scribed in section 4 of House Resolution 500, and shall not be sub-
                   ject to a demand for division of the question in the House or in the
                   Committee of the Whole. The resolution waives all points of order
                   against the further amendments printed in this report or against
                   amendments en bloc described in section 3 of the resolution. The
                   resolution provides that it shall be in order at any time for the
                   chair of the Committee on Appropriations or his designee to offer
                   further amendments en bloc consisting of amendments printed in
                   this report not earlier disposed of. Amendments en bloc shall be
                   considered as read, shall be debatable for 20 minutes equally di-
