                       The Committee on Veterans' Affairs, to whom was referred the
                     bill (H.R. 2749) to amend title 38, United States Code, to improve
                     the oversight of contracts awarded by the Secretary of Veterans Af-
                     fairs to small business concerns owned and controlled by veterans,
                     and for other purposes, having considered the same, report favor-
                     ably thereon without amendment and recommend that the bill do
                     pass.
